The proposed Target will be based on the projected shortfall in the provision of water and sanitation in urban areas in 2015- the MDG Target year. The WHO/ UNICEF Joint Monitoring Programme reports will provide a reference point for estimating this shortfall . It is noted that the JMP vision contained in its new strategy is to accelerate progress towards universal sustainable access to safe water and basic sanitation by 2025. The proposed target will take note of this vision. It is also recognized that a greater disaggregation of data and a higher resolution of data sets is required for better decision making and accelerating progress towards the vision. The Target will be broken down to the city level for a sample number of cities across the world to provide a more disaggregated data set for monitoring.
