Building on the ongoing efforts of the Asia-Pacific Water Forum on water security, it is necessary to aim at achieving water-secured communities, water-secured nations and thus water-secured region.  Towards this goal, water security concept and practices must be integrated into the socio-economic development process in a consistent and sustainable manner.  For this reason, “water-secured culture” must be promoted and developed at all three levels: local, national and regional.  The solution towards developing such a culture lies in three categories of activities: (1) training and capacity building; (2) exchange of experience and good practices; and (3) improvement in policy and decision making for water security.
