Understanding of realities of present environmental and social-economic situation on the post-soviet space made the Heads of the Central Asia states come to a decision to found interstate body for water resources management – Interstate Commission for Water Cooperation (ICWC) (1992). On 4 January 1993 a meeting of the Heads of five Central Asian states was held in Tashkent, which resulted in a decision to establish the International Fund for Saving the Aral Sea (IFAS).
