Following 40 years of investments from Senegalese state and 95,000 ha of irrigated land developed, international donors decided, in 1997 that no additional infrastructure investment costs should be financed as long as these 4-points “Ndiaye plan” will not be realized: (i) adequate water management; (ii) security of land tenure; (iii) adequate maintenance policy and sustainability of the infrastructure and (iv) diversification and intensification of agricultural crop production. This plan was part of the decentralization process.
