The finance model Built-Operate-Transfer is the construction, maintenance, operate and transfer of the hydo electric power plant (HEPP), irrigation projects and other hydraulic structures by the contract signed between public and private sectors. In Turkey during the first experiments of this model to HEPP, the finance had been met 25-35%private sector and 75-65% by the loans under the government guarantee (but the government guarantee is not available any more ), for the experiments of this model to irrigation projects the finance was planned to be met by private sector and loans without government guarantee.

The best possible way to determine the effect of privatisation is by assessing the outcome of the programme in other parts of the World and other sectors in the economy where privatisation has been successfully implemented. Examples of privatised water agencies in developing nations will offer Nigerian water agencies and other stakeholders the impetus to pursue the programme with vigor and confidence.
Throughout the world, in diverse circumstances, policy-makers have been critically re-examining the performance that private ownership brings. The word privatisation almost unknown a decade ago, is here to stay, whether as the necessary first step on the long road towards a competitive market economy in former socialist countries, or as the key to unlocking private sector-led growth in Latin America, Asia and Africa.
Privatisation’s growing popularity does not mean that it is easy. The Short-term social and political costs are often the focus of political and economic rhetoric rather than the long overall economic benefits to the country. Due to this so many Governments still hesitate to privatise. The political consideration involved in privatisation decisions usually require finding a way forward in which the legitimate interests of affected parties are taken into account. A Win-Win situation whereby all stakeholders are affected positively in the long run is desirable.
Incidentally, many water agencies in developing countries have recorded considerable success in the private sector involvement in utilities including water.
