The plan aims at developing several short, mid and long terms options and actions that are needed to enhance and promote water resources in Jordan Valley area and consequently improve water supply rate for various purposes. In this regard, several interventions and projects (small and large scales) are proposed in several locations of Jordan Valley.

This was done by assessing available water resources connecting them with the population projection and expected expansion of irrigable areas , and anticipated development based on the governmental plan of reviving the Jordan Valley.

This solution had engaged main key stakeholders which are Palestinian water Authority and Ministry of Agriculture  in addition to local communities of Jordan Valley, this plan was discussed and it obtained consensus of different related parties as its interventions are assumed to be of high priority.

In general, the solutions will be implemented in different clusters of Jordan Valley area such as parts of tubas and jericho with main emphasis that it will prioritize the marginalized communities.

Palestinian Water Authority in coordination with Ministry of Agricultural are initiating and developing the plan and trying to implement it with close cooperation and coordination with all related stakeholders based on participatory approach. The PWA will establish a national committee(s) to ensure follow-up of the project (activities).

The PWA is already prepared water sector plan 2010-2013 that focus on provision of alternative water resources to cope water shortage problems.
PWA is currently involved in several activities concerning improving water supply in many Palestinian communities in order to alleviate water shortage problem, this include but not limited to:the followings: For pilot scale projects: installing filling points for water tankers, and construction of cisterns for rainfall harvesting; For large scale projects: drilling new wells, rehabilitation of wells and springs, rehabilitation of networks, building water reservoirs, supply and install transmission lines.

The major actions and development options that  are needed to alleviate water shortage problem in Jordan Valley Area would be defined and categorized.These actions and options will provide additional quantities of good water for various purposes and will enhance the groundwater quality and quantity problem that the Jordan Valley communities are suffering from.

Since water in Palestinian territories is very crucial issue, the proposed solution’s will:
– provide additional quantities of good quality water for various purposes which will enhance the lifelihoods of the target communities.
– Improve water supply rate from about 40 l/c/d to at least 60-70 l/c/d.
– Improve life style of the target communities and make water easy to access it.
– Give more attention for all stakeholders about the value and the importance of getting and access to good water

1. Increasing water supply rates for the targeted communities with good water quality with at least 30-40%
2. Establishing a community based association to ensure better O&M for the constructed facilities.
3- Enhance cooperation and coordinations with municipalities, local councils that are responsible on water distribution
4- Improve water supply and distribution efficiency by minimizing losses and leakages.
5- protection of existing groundwater resources and better management by considering reallocation approach.

- Peoples, farmers, and livestock well be get great benefit from this solution.
-  each stakeholder will beinvolved as partner in this solution and will try to sustain it for long period of time.
– Human resources will be needed in all stages of solution.
– Environmental and tourism programs that are being implemented by several NGOs and institutions as well as JICA projects in Jordan Valley area inspired this solution
