The aim of the project is to connect low incomes households in Jakarta that could not afford to connect to the network. The GPOBA implemented in Jakarta is a technical and financial solution to provide water to the low incomes areas thanks to a partnership between the service provider – PALYJA, a Suez Environnement subsidiary and the World Bank. The program works on an output based approach, meaning that PALYJA is responsible for “pre-financing” the project until output delivery. Two outputs have been agreed by both parties and are checked by an independent technical auditor prior to the reimbursement for GPOBA expenses. The communities which may receive the service are chosen following a social assessment. For GPOBA PALYJA currently served 6 areas, and a total of 5042 connections have been set up.
