Integrated water-resources management (IWRM) is the fundamental premises underlying Brazil’s Water Law. One of the greatest challenges for the water resources sector is poor governability (i.e., political and institutional stability and effective decision making) required for implementation of a WRP.
This is mostly due to the view of water management as a sector-specific issue, rather than a crosscutting comprehensive field of action, affecting not only the interests of specific water-user segments, but also such essential themes as environment and regional development.
