South Africa (SA) has a relatively young democratic government since 1994. Water and Sanitation infrastructures dilapidated greatly and service delivery collapsed generally because of service delivery at a very low priority in municipalities appointed as Water Services Authorities (WSAs). Opportunities to influence the priorities of WSAs:

1. The Department of Water Affairs (DWA) initiated a Blue and Green drop (BD&GD) award system for water and waste water services. WSAs are responding very well and most are very much determined to improve their service to qualify for BD and GD status.

2. A Local Government election in SA during May 2011 resulted that about 7 out of 10 councilors are new.

3. The WSAs are under enormous pressure from public and National government and from political opposition to improve on water and sanitation service delivery.

4. Councilors and senior management of WSAs are very serious to be trained on BD & GD qualification requirements.
