One river is often equiped with multiple hydropower infrastructures. These infrastructures are deeply interdependent: downstream hydropower plants highly depend on the water flow from downstream infrastructures. Taking this situation into account, efficiency suggests that infrastructure located in the same basin be managed by a single institution, holding all the concessions of a given hydraulic chain. However, until now, it has rarely been the case.
