The Highland Groundwater basins, particularly the Amman overused, exceeding the safe yield by 176% and 215% MCM (MWI, 2009). Irrigated agriculture uses up more than half of the abstracted groundwater, leading to a yearly decline in groundwater levels and quality.
Groundwater aquifers are common pool resources international experience has shown. However, experience also shows the obstacles and pre-conditions for successful collective resource government by way of stakeholder involvement, institutional, arrangements, infrastructure, availability of information, and law enforcement mechanisms. The Highland Water Forum aims at pursuing a projects and aims to mainstream best goal of overcoming groundwater depletion and developing ways of sustainable resource management. Deriving from field visits as well as stakeholder and donor consultations, the following fields of intervention have been identified:
- Improved on-farm efficiency (incl. optimized irrigation efficiency, better cross collection, more suitable croppi
- Alternative non-water-consuming income sources for farmers who are willing to leave the agricultural Income
- Community development, including measures to raise the region’s awareness towards more water-efficient practices
- Strengthened governmental institutions to better control illegal activities and to effectively enforce laws and regulations.
