ADENAM (Youth Association in the Defense of the Nature in Matelândia) is a nonprofit organization founded by a group of teachers and students from State College Euclides da Cunha in Matelândia in September 19th, 1989. The initiative of creating an organization started with some students of the biology teacher Ildo Dal Pozzo, who were motivated to take care of the environment by means of in-class activities.

The solution aims at supporting the integration of sustainable groundwater management into the legal and institutional framework of transboundary basin organizations. The institutional reform process will involve, as first step, the review of the legal status of groundwater resources within the institutional frameworks of basin organizations vis-a-vis existing laws and regulations in basin countries, as well as new international legal developments, such as the Draft Articles. The legal review will identify gaps in the legal and institutional structure and support Basin Organizations in mobilizing political and financial support for reform.

Strategic basin planning can be defined as a coherent multi-disciplinary approach to managing basin water resources and its users in order to identify and satisfy social, economic and environmental priorities. This approach is characterised by:

  • Trade-offs between alternative economic, social and environmental objectives. These trade-offs are not simply technical issues, but require broader societal, economic and biodiversity considerations.
  • Sophisticated understanding of environmental requirements: planning that recognises the importance of aquatic ecosystem functioning in providing goods and services for social and economic development. This considers issues such as flow regulation, flood attenuation, sediment-geomorphology maintenance and water quality assimilation services.
  • Understanding basin interactions, including a range of hydrological, ecological, social and economic systems and activities at work within a basin.
  • Robust scenario-based analysis: planning that addresses uncertainty in future development and climate by assessing the challenges and opportunities associated with alternative hydro-economic scenarios.
  • Prioritisation: planning that identifies the key priorities within the basin, whether in terms of the needs for economic development, social justice or environmental protection. This prioritisation is inherently a social and political decision.

This study identifies areas of the country with water availability, rich biodiversity and ecological favorable conditions to establish water reserves in order to guarantee flows for ecological protection under the terms of the National Water Law.
