Water Operators’ Partnerships (WOPs) are peer-support arrangements between two or more water or sanitation operators, carried out on a not-for-profit basis in the objective of strengthening their capacity. WOPs are being promoted as a simple but effective method of bolstering the ability of water and sanitation service providers to play their full role in delivering quality basic services to all.

There is no collective sanitation in Zinder and individual sanitation is marginal. NGOs and international working in Zinder (GOAL, Action Aid, UNICEF …) have developed individual sanitation (pit latrines dry) in schools Some infiltration wells have been constructed, showing the gray water from dishes or showers. The problem is they are often located outside the concessions on public roads. Strategic planning for sanitation through consultation process is a management tool helping public authorities to define a strategy in collaboration with all stakeholders in order to develop a coherent action plan for the territory. Diagnosis, goals, resources and action plan are shared by all stakeholders (civil society, elected officials and non-state actors), contributing to meet the challenge of sustainable development in Zinder.

This solution consists in call upon the European union and the Council of Europe to adopt appropriate legal texts encouraging the member States to set up policies that will allow the autorities in charge of water and sanitation services to voluntarily dedicate up to 1% of their budget to solidarity actions on national, European and international levels in this sector.
