The Livelihoods, Early Assessment and Protection (LEAP) project plays a fundamental role in Ethiopia by supporting the shift from managing weather-related disasters and disaster response to managing weather risks. It does so by linking climate and food security early warning, contingency planning, risk profiling and contingent finance to nationally-owned social protection programmes such as the Productive Safety Net Programme (PSNP).

Against the backdrop of economic development and climate change, disasters caused by flash flood in mountainous regions in the world have been increasingly serious, taking its toll on the people and properties. According to statistics, the death toll created by flash floods takes up as high as 80% of that created by all flooding disasters. Response towards flash floods has been put to an outstanding place in the current work of food control and mitigation.
