New Initiatives for Managing a Portfolio of Dams: Risk Management, Preparedness, Dam Safety, and Emergency Response

Risk analysis, assessment of risks, and risk management are integral components of the Bureau of Reclamation’s dam safety decision making process.  Quantitative risk anayses, applied in a consistent manner, faciltate risk identification, improve the quality of decisions, and help prioritize actions resulting in the greatest reduction of public risk for the funds expended.  Safety of dams should be of the highest priority to help ensure the safety and reliability of dams to protect the downstream public.

The role of mountains in providing indispensible water resources for municipal and industrial water supply, irrigation, hydropower production, and other environmental services is well-known and unquestioned (e.g., Barnett et al. 2005; EEA 2009; Viviroli 2003, 2007).
Furthermore, several studies have also underlined the sensitivity and vulnerability of these mountain ecosystems to the impacts of climate change (Beniston 1994; Diaz et al. 1997; COM 2009).
