Knowledge gaps are significant in Africa, and it is a real issue since developing knowledge on water resources and management is crucial to improve water governance. That is why the idea of creating a continental information system came to life.

The African system of information and documentation on water (Système Africain de Documentation et d’Information sur l’Eau –SADIEau) aims to strengthen information management capacity of organizations of the water sectors, in order to facilitate knowledge, experiences and information sharing between water professionals, local and national governments and communities at a panafrican level.

Although 19 million people live in the Volta basin and largely depend on its resources for their livelihoods, no basin organization was in place to effectively manage its resources until January 2007. On that date, a convention was adopted by the riparian States, creating the Volta Basin Authority (VBA) and defining the legal status of the river.
