The European Water Partnership (EWP) has taken the initiative to create a European Dialogue Platform on Climate Change Adaptation: Water and Energy, focusing on identifying climate adaptation measures in fields linked to both water and energy, as well as on issues encountered when implementing climate adaptation measures linked to water and energy use, consumption, management or production.

Reducing the cost of boreholes four-fold would enable more wells to be drilled for the same investment. This can be achieved by developing professional manual drilling sector in Africa. Low-cost manual drilling has already demonstrated its effectiveness in Asia, Africa and Latin America as a means of increasing the availability of potable water. When there are substantial populations in areas with hydrogeology that is favorable for manual drilling, then the investment in developing a professionalized manual drilling sector is recommended.

The Indian Government and UNICEF copied the approach in India, financing local groups such as women’s groups to set up production centres and village entrepreneurs to open sanitation markets and shops. The entrepreneurs get training and a starting-up credit which they have to pay back. The first Rural Sanitary Marts (RSM) were set up in Allahabad in early 1990.

The product has the convenience of being right outside your home, is low cost, and has a tap just like piped water supplies.   EnterpriseWorks/VITA (EWV) is in the second year of a commercial pilot in Uganda introducing an award winning rain water storage solution called bob™.  Bob is a flexible container that is a bag in a bag; the outer bag provides strength and the inner bag impermeability. Bob folds up into a packet the size of a briefcase yet when filled holds 1400 liters of rainwater and retails for only about twice the price of a 200-liter plastic barrel but provides seven times the water storage capacity.
