The aim is to create a reference tool, collaborative and shared, that will enable the evaluation of:

  •  The French concerns about water management with regard to issues related to the Master Plans for Water Infrastructure Planning and Management, the Grenelle Environment Round Table and associated programs of action
  •  The understanding (or misunderstanding) of the actions (consensual goal) that are conducted at both national and river basin levels

Within the framework of the development of the plan for water quality recovery on the Loire Brittany Basin, (River Basin Management Plan RBMP), the Basin Committee has been consulting the public on the important questions for water on two occasions: during the phase of inventory and on the RBMP itself, before final validation.
The Loire Brittany Water Agency mobilizes a network of actors on its territory to inform and mobilise the public around this management plan. For all this, the Agency has been giving educational tools, has been animating a network of partners, has organized exchanges and a mutualisation of teaching practices, has financially supported pilot actions, and has created a website to sensibilise the general public…

Using institutionalized “Ecological Impact Checklist” to Ensure Public and Community Participation

The Shihmen Reservoir and Its Catchment Management Program was implemented from 2006 to 2011. The objective of this program was to solve water deficit crisis in the Taoyuan Country area due to the degradation of the functions of the reservoir. To respond to the call from environmental groups for more participation and ecological perspective, moreover, the main manager of this project–the Water Resources Agency of the Ministry of Environmental Resources, adopted an innovative initiative called “Ecological Impact Checklist,” to ensure that local citizens, environmental groups and ecology experts are consulted in the planning process of each and every construction project.
