The Dutch Randstad is one of the most densely populated areas in the world and most of this area lies below sea level. The Dutch government has taken this as a challenge and turned it into an opportunity for innovation and ‘Building with nature’. The problems that the province of Zuid-Holland (as part of the Randstad region) faces are a rising sea-level, pressure on space and declining economic competitiveness.  We would like to present and discuss the new approach The Dutch Ministry of Infrastructure and the Environment and the province of Zuid-Holland have developed, to tackle these problems effectively and in an innovative way.

The project site was a wetland that was used as the dumping ground for the city’s waste and was encroached upon by slum-dwellers, even though it was in the heart of the city. The key question is sanitation improvement and the availability of treated drinking water for poor people who  depend on the polluted lake as a direct source of drinking water
