The ISARM-Americas group is about to complete The Strategy of the American Transboundary Aquifer Systems (SATAS), a regional strategy for the management of the TAS in the American hemisphere. The regional strategy will be published as a fourth book in 2012 with a synthesis of the existing knowledge of the 74 TAS. This case summarizes the activities towards the preparation of the SATAS book.

Whilst effective action has already been taken in terms of infrastructure development and rehabilitation, as well as of peer to peer learning and benchmarking, utility managers and decision makers in developing countries still lack access to adequate training courses that are internationally recognized. Except internal training “in the field” or targeted training sessions, there is a limited offer that helps utility managers or outstanding staff targeted to become managers, to quickly enhance their managerial capacity in all dimension of the service managerial functions.

The Concerted Municipal Strategies approach is an intervention methodology to be used for conducting a municipal diagnostic on existing services and sector stakeholder expectations. In addition, it includes the steps that need to be followed when constructing a municipal strategy, in a concerted manner with all local stakeholders, to improve water and sanitation services.
