Financing water supply and sanitation via a “Basket fund” in Tanzania

In November, 2006, the Ministry of Water and Irrigation (MOWI) launched the Water Sector Development Programme (WSDP) covering the period 2006 – 2025. Water Sector Development Program (WSDP) has adopted the Sector Wide Approach Program (SWAP) which incorporates all activities undertaken in the water sector in Tanzania.

 The WSDP covers four sub-sectors: Water Resources Management and Development (component 1) ; Rural Water Supply and Sanitation (WSS– component 2) ; Urban Water and Sanitation  (component 3) ; and Institutional Strengthening and Capacity Building (component 4). A Sector Wide Approach to Planning (SWAP) has been adopted and is aimed at meeting a resource shortfall in the Government’s budget over the next 5 years.
