The database is a dynamic policy-making support tool that is envisaged to have a direct and immediate impact on national legislative processes. The database constitutes a key tool for the national Legislator, national and local governments, as well as for NGOs in their advocacy work, to refine national legislative framework. More broadly the database will help  all development actors in understanding the legal framework of their activities and the national priorities of the country they work in.

The Kisumu water and sewerage company (KIWASCO) has developed and implemented a concept named the delegated master operator model in an informal settlement (Nyalenda) : the utility company has subcontracted a private comunity operator to implement and manage a subnetwork. It can be an NGO, a private agent or a company. The utlility supplies lines bulk, meters and private masters operators manage secondary branch into the informal settlement.

There were several examples of court orders based on Public Interest Litigation (PIL) filed in High Courts and Supreme Courts of India by civil society organizations in order to ensure the basic right of the child such as safe drinking water and sanitation facilities under preview of Right to Education (RTE). The Supreme Court of India on 18th Oct. 2011 directed all states and union territories to build toilets, particularly for girls, in all government schools by the end of November. A bench headed by Justice D K Jain asked all the governments to take immediate steps regarding this and file their compliance report before the deadline fixed by it.

This solution is a legal solution to reduce social inequities in access to water and sanitation. It has been developed by the French government since year 2000.

French law 2000-614 makes it compulsory for local authorities of more than 5,000 inhabitants to construct traveler sites and decree n°2001-569 specified the obligation to provide both water and sanitation.

A system of State subsidies to assist local authorities in building those traveler sites has been created.
